In the early 1950`s to 1980`s the immigration policies were quite stable and there was an influx of immigrants coming to North America. Within Canada, there was immigration suction where millions of people came to different provinces from all over the world like Asia, Europe and even Australia. Sometimes an occupational stand point if not the only view which is taken because having a large sum of money with the plan to invest within a country can help as well. Again since many jobs are filled and we have an influx of local people who can almost fill jobs within Canada, there is no longer a severe need of foreign workers to immigrate here.
Canada is the second largest country however living space is only scattered through provinces meaning we have a lot of undeveloped land. Since many cities are still growing we have room for people to immigrate in however not at the rate that we saw 40 years ago. To grant people immigration to a country sometimes take more than the stamp of approval because governments spend millions of dollars trying to make sure that each person granted immigration will be able to secure a job and have a place to live. Not to mention that making sure that resources are available for everyone to survive and flourish.
